I understand understand Messrs. Meaux and Chardy are to meet him. that his visit is (i) connected with Monsieur Varennes projects and (ii) to arrange alternative routes for imports of a munition owing to alleged dissatisfaction with Hongkong route and facilities.

2. Object of (ii) seems to me to be all to the good. Good relations can be restored but such tacit assistance as can be properly accorded to the Chinese Government by the Hongkong Government will unquestionably help.
